Simple edit to start.lua script to not gift regions to major factions when they are controlled by the ai thereby keeping a couple minor factions alive regardless of the player's chosen faction.

Ex. Empire Secessionists, Cult of Excess, and Templehof will be alive at the start of a campaign no matter who you're playing as.

Note for future: On the off chance game 2 receives another major update that breaks this mod and I or Weasel cannot update it, its an easy edit, just compare this mod's start.lua to the newer start.lua and comment out the same lines we did. ezpz
