Less Foliage Collision

Removes the navmesh cutting from any foliage items that were smaller than 1 meter. Should help pathfinding for animals, who tend to get stuck on small things a lot.

This a rough first draft, I have not done an extensive look through the map. Let me know if you find anything you feel like should have its navmesh removed, or something that you feel is too big to be pathed through. With screenshot of the item and map open if possible.
