No,it is rather what we call in Germany a "standard königreichssaal" and it takes 100 workers
about 6 weeks to build one( all bricks and concrete and tile)

had to go back to this version of the game, my computer is not powerful enough to run "construction 2022", so when i have the right equipment and the area unlocked i can do this build, although i doubt it will be a weekend quick-build!
