[TTT] Fixed Player Pinger

The base of this mod isn't mine, I got it working and cleaned it up.

The player pinger is an alternative to the radar, purchasable by detectives and traitors.
It puts an outline over every player for 15 seconds, which can be seen through walls!

Use the convar: ttt_player_pinger_time [number]
to set how many seconds the player pinger lasts.
