I'm not going to be updating this to 1.5. NightmareCorporation has a really nice Weather Control mod that can likely achieve the same thing, but in a far more customisable way. With that in mind, If anyone wants to take over this mod, it has been published under the MIT licence.

Adds in a toggleable Harmony patch that prevents all non-foggy weather from naturally occurring, while still allowing any forced weather to occur. Also included is an additional toggleable Harmony patch that lowers the lighting level during foggy weather, by a configurable amount. Both patches can be enable independently of each other.

The settings are found in the mod settings menu, and can be modified at any time.

• Requires Harmony.

• The patches allow, or modify lighting levels for, any weather with "Fog" in the defName. If a defName contains "Fog", but is not a foggy weather, it will still be treated as foggy by the patches.
  
• Maps will default to clear weather upon generation, this does not mean the mod is broken.
