Up to 10 people can play the minigame. You need at least 2 people to play this.
There is one person with a gun and the others are civs with no weapons. The player with the gun has to hunt down the other players amongst the AI. The civs

when I load it up, the ai are just swimming in water and the walls are there but the ground is not there its only water

You could have something interesting here...
A prop-hunt type of gamemode where you hunt players hiding within the environment, except in this case they are npcs wearing different types of cosmetics.

Though to make it harder on the hunters, maybe give them limited ammo so that shooting damages them, unless it's the right target.
