(Light-Version) POSITIVE Great Power Penalty

Cut-down version of ^POSITIVE Great Power Penalty mod.

At maximum level of Great Power here it will be +30 points instead of +50.

Also multiplier for the Tomb Kings has been reduced to x1.5 from x2,
so now they may have +45 points at max instead of +100 in original version.
(It's even less than in vanilla (+60), but I think it will be more balanced this way for players who don't want to see there big numbers. However, I can return it to basic value if you express such a desire.)
