Adds a new Tool: the Binding Blade!

The Binding Blade is a Knock 2/Winter 2 Tool with a very unique ability. You can obtain the blade by giving Poppy a Very Substantial Investigation on Knock when she asks for A Brief Discussion. (I'll leave it to you to figure out how that's possible.) You can bind summoned followers or influences to the blade, consuming the other card and transforming this tool into a Bound Blade. The Bound Blade is a Tool that can also be used in a rite as though it were the bound card, and consuming rites will simply deplete the tool, instead of consuming it outright.
