BFE Double Barrel Buff

I always felt the DB Shotty was too weak for the kind of game BFE was. The fact that they effectively copypasted the original DB into BFE when the original games were slower paced really left the DB in the dust. And we all know BFE has too much dust already.
So to remedy that I made a quick mod to decrease the spread by 25%, give it 1 more pellet and also decrease the reload time to 1.5 seconds instead of 1.7.
They're simple changes but I'd say they help it feel better to use and work better with the kind of game BFE is.

Replaces DoubleShotgunWeapon.ep and also speeds up WEP_Shotgun_Double_Fire_rv307.wav a bit to match.
