Dr.Randolph voice on Smoker pulling theme

Add "asphyxiationhit", "tonguetied" and "tonguetiedhit" music (theme when smoker pulling you & theme when your teammates are choked by smoker) with Dr.Randolph voice (from The Heilwald Loophole). It's simply combined vanilla music with voice.

- Doesn't conflict with any custom smoker voice.
- It DOES conflict with any custom smoker music that replace "asphyxiationhit", "toungetiedhit" and "tonguetied".
- BUT it should be NOT conflict with any custom smoker's "attacking" theme (asphyxiation).

You might need "snd_rebuildaudiocache;exit" on console command if you get weird sound or whatever
