If the AI Is going to recruit them or not It's another story, I'm afraid.
From what I can tell, all of the giant rat units on the workshop are technically just reskins of the Brood Horror as both use the same animations. Theoretically you could make a cavalry unit through this method.
And it would be 100% lore accurate as rat riders are said to be mounted upon giant rats, not wolf rats.
While I don't exclude the possibility to have Goblin riders on Wolf rats by forcefully using the Goblin riders animation, having Clanrats or other Skaven units on Wolf rats It's another story.
For all I know the Skaven have only two rider animations: Brood Horror and Rat Ogre mount.
And I think that by now you already guess It but: Brood Horrors and Wolf rats have different and unique animation set and skeleton which are not compatible with each other.
The only thing you can achieve by forcefully putting together models that are tied to different skeletons and animations Is a highly distorted and broken model.
Don't know if that's possible though.
