Military Sniper Mag Locked for Mag In Sound Replacement

Replaces the military sniper's mag in sound with the mag locked sound, which is normally unused in the vanilla animation. Some people liked this in an old mod of mine because it fits the animation more.

This mod is incompatible with other sound mods for the military sniper, but should be fine with reanimation mods as long as they don't also include sound replacements.
