No Galactic Market Nonsense

Are you tired of losing the Galactic Market nomination to a Determined Exterminator/Fanatical Purifier? Heck, maybe you've lost to planets with almost nobody on them, which would normally disqualify the planet! Normally, having a nominated planet improves the chance that your empire is chosen to host the market by an alright degree (up to x150 the weighted chance, if boosted twice on an economically powerful planet), and then improves the chance of that planet being selected from all your other worlds by a wide margin. This is sheer nonsense, Paradox! Frankly, I'd rather lose the market in a fair fight, rather than lose due to nonsense like this!

This mod completely rewrites the code that randomly picks the host empire/planet for the galactic market from scratch to get rid of crazy nonsense. Instead of randomly picking any empire then a planet, it will now just randomly pick a planet that's nominated directly. (Yes, that adds some computation overhead, but let's be honest: how many times in a game does the galactic market pick a host planet?) If no planets are nominated in the entire galaxy, which is rather unlikely given that even the AI gets to nominate planets, then a random valid country will get it's capital selected.

Changed logic highlights:
-planet-based randomization of market host, rather than empire-based: it now makes a small bit of sense to nominate more than one planet, unlike vanilla
-homicidal empires cannot get the galactic market, period.
-gesalt empires have a reduced chance of getting the market (50% reduction compared to an equivelent non-gesalt empire)

Still to do:
-have economic strength or trade value play a larger direct role in market selection, rather than changing the odds in a random pick

NOTE: please tell me if the mod doesn't work in some way. there is still randomness involved, and the market home is determined before the announcement popup.
