Remove Weather Overlays

描述
Removes Weather Overlays for clearer Joris' in all weathers. Now using Harmony to patch Verse.WeatherWorker.DrawWeather() so that all weather overlays, including modded ones, should be removed.

Helps remove compression artifacts due to rain/fog when posting to video sites (YouTube).

I can say for certain that this mod causes no major issues in 1.5, atleast not that I've experienced in using it since 1.5 came out.

idk how is it possible but even without any weird weather going this mod magically make my 3x speed gameplay become 90 fps which is suprising since i was usually going with 30 fps at 3x speed
