报告翻译问题
Both shackles and payback have their random-weight set the 0, so they do not spawn randomly from what I can tell. I will be adding doomsday to the list though. While it is funny to see an AI self destruct, my goal with this mod is to create a more balanced game, so getting rid of that is a good idea.
An Update will be posted soon adding that origin to the list.

I am unable to replicate your issue, hosting three large galaxies with 12 empires with this mod enabled yeilded no federated starts. I can only suspect that some mod is somehow interfearing with this mod, or you need to unsubscribe and re-subscribe to the mod to make sure it is installed properly.
Also might want to removing doomsday since the AI just can't use it worth beans and it's also really disappointing to capture their homework then find out why they were doing terribly because they turned it into a FARM.
Basically AI shouldn't use challenging origins.
That's outside the scope of this mod, though you'll be delighted to know there seems to be plenty of mods which prevent that civic from being selected by the AI
