i had the same problem and after a bit of searching i figured it out. Turns out you have to download the 32 bit version of the game and publish your mod there. At least that is how I got it to work, idk if there is another way. If you don't know how, go to your library, select coh2, click the gear icon on the right, properties, betas then select legacy 32 bit. After the game updates, publish your mod and don't forget to return to no betas after you are done
