[REC] Sirius-B class heavy cruiser

Despite the success of the first two Sirius class heavy cruisers agaisnt LKF capital ships, shortages in the material needed to make turrets and a need to armor the ship up more lead to the Sirius-B variant. The B variant removes 16 of the original turrets and replaces them with anti-fighter turrets and more armor, with decoys under that armor to boot. Other than that the ship remains unchanged from the original apart from a few minor tweaks.
