I live in Toronto and know the area well. I'm intrigued by the way you've interpreted the region as a C:S map.
I'm trying to start a city with it now, but running into the same problem as Bork.
From what I can tell, the map itself is Boreal but the Mediterranean Alternative theme is Temperate. Could that be the source of the issue?

Hi, I just subscribed and tried to load it up, you are right, something has happened since the last patch update of the game. I was able to load the theme up fine in theme mixer 2. So - load the map up with no theme, and then open up theme mixer and choose your theme

no other theme shows in the menu

The theme used is owls Mediterranean Alternative but many themes work well with this one
