Paradox changed how portraits work and I don't have any interest in figuring out how to fix it, so this mod is now abandoned

This mod cannot function without the basic Hypergalactic Neptunia Empire mod.

This mod only removes the ability for the AI to randomly become one of the Neptunia races.

This only affects the preset and random races. Custom empires should still spawn.

Does this only stop the preset races? I've modified some of the empires a bit but don't exactly want copies everywhere.
