Adds Tin Hinan as an alternative leader of the Berber civilization.

Founding a city with at least four desert tiles grants +1 Trade Route capacity and a free Trader. Settlers have +1 Movement, and Settler and Recon units will reveal Oases within 10 tiles.

Tin Hinan likes leaders who endeavor to keep their citizens well-fed. She dislikes leaders who do not. Will focus on establishing trade.

With its grainy sugar dusting and molasses dough, this mod pairs well with the Guaranteed Oasis mod.
