I resolved my issue by pressing "open wallpaper" in the bottom left corner, and using the workshop id from the address bar I selected the wallpaper from my files and reloaded wallpaper engine to find it back in place :)

This is one of my favorite wallpapers but it no longer shows up in wallpaper engine as an option for me, I found it here because it still shows in the library downloads portion of the app but I cannot seem to select it as an option when I open wallpaper engine. Does anyone know of a fix for this?

Thanks for the nice comment, black holes have non-zero angular momentum which indicates that there isn't a right direction for the spin , only thing that matters is that it is getting pulled in the same gravity pulling matter in a rotation. Regardless, we are still far from exploring these phenomenons science wise so anything could be possible. @kbtch
