UU: Diplomat; Illinois unique Great Person, replacing the Great Writer. Can conduct a Diplomatic Mission, creating a massive surplus of City State Influence, enough to turn bitter enemies to steadfast allies.

UB: Community Center; Illinois' unique buildling, the Community Center, is a gathering place for citizens to enjoy art, exchange ideas, and advocate for much-needed change. Build a Community Center to enhance Happiness, and use the promoted civic engagement to a free social policy.
