Hard to say what might be causing the issues on your end.
If you have a lot of mods installed you might be hitting the mod limiter (determined by your PC hardware specs, most likely RAM) and the game doesn't let you run any more mods.
If it's only happening with this mod specifically and other mods added after this one work fine you likely haven't hit the mod limit.
If you have any other mods that alter the weather effects in the campaign map then it's likely a mod conflict, if that is the case putting this mod above the other mod in the load order should remove the clouds.
If you don't have any obvious mod conflicts you could try reinstalling the mod (unsubscribe and resubscribe) and making sure it is activated in the launcher to verify that the mod file is working as it should.
If none of the above works, there isn't much I can do to help you out as there hasn't been a new game patch since version 1.7.1 and it was working fine on that patch.
