No de jure drift (STOP DRIFTING!!!)

This mod effectively disables de jure drift so as to avoid the hideous de jure bordergore that will result if you play a few hundred years. The de facto borders will still be hideous but rest easy in the knowledge that according to the highest laws of the land, the borders still actually make sense.

This mod is also better than the other mods that disable de jure drift because it doesn't overwrite the entire defines file, just overwrites a single line, so this should be compatible with literally any mod. It should also still work no matter how much the game is updated, it will just say it is out of date until I update the version number.

6/6/2023 update: Made drifting take 10100 years so you can easily see if something would have drifted if you turned the mod off
