描述
main goal:
allows protectorate and vassals to expand

secondary changes (and balance):
allows research agreements and commercial pacts with subjects
allows subject to join federations (even with enemies)
change the benefits from protectorate to be (-0.75 research cost and 0.6 influence)
you might not be able to leave some of those agreements (intentional)

I did unlock the 2nd level tradition that allows you to form Federations

@maayanmagal For some reason, the mod doesn't allow me to form a Federation, it says you need the Federation Tradition even if you have the Tradition unlocked, I am unable to invite either my vassals or another AI tag because of this

I can do research treaties, commercial pacts etc just fine, it's just the Federations that are affected

Nice mod but for some reason it removes the "establish embassy" option.
