When the game's graphics are on high enough settings vanilla weapons will have that shiny/reflective look to them; the same also goes for some floor tiles on Mall Atrium. As for player models you can check out the many Honoka (from dead or alive) mods that are out there, most of them feature that same effect i'm referring to.

Some weapons on L4D2 look rather shiny and there are some mods where the characters' skin/clothes have this smooth/wet look on them, so yeah it might be possible.
