Try the north-western side of altis, or do a lot of map exploration in general. you'd be surprised at what fitting locations you can find.

I'm just finfing it hard to find a location that adds good combat variation, with urban and open combat avalibe any ideas?

This would be very hard too setup because it would only work for one specific Scenario and wouldn't be portable. I am planning on making more compositions to make setting up your own scenario easier.
