I hate empire sprawl and admin cap, but I don't want them removed completely.

This mod is a continuation of the discontinued mod, 'More Administrative Capacity and Less Empire Sprawl', which can be found here: https://psteamcommunity.yuanyoumao.com/sharedfiles/filedetails/?id=1707957724

adimistrative capacity base (vanilla >>> mod):
30 >>> 40

empire sprawl increase (vanilla >>> mod):
1 >>> 0.5 Per district
2 >>> 1 Per system
2 >>> 1 Per planet
2 >>> 1 Per branch office
0 >>> 0 Per pop
