Sanctuary Guard do not advance when using finish construction for 5 times

I noticed that the sanctuary guard vows does'nt work. I tried the 3 options for first vow and none get progressed when I actually accomplish the goal. For exemple rank up 5 times, even when level 20 it still at 0 progress toward reaching the goal. Anyone else having this issue? Thank you and great mod btw!
