downloaded the whole collection and this is the only one that doesnt appear is it dependent on something?

hey doctor zolton i play with a mod that makes the world congress come after writing with this mod too i like it alot more my only problem is I want it to progress into the UN alot earlier to make city states more useful early game any ideas on how to go about that?

I've always hated how long world congress timers were in marathon games. This mod is amazing and essential if you love the world congress as I do. Especially if you use the diplomacy revamp mods. This is a great mod, as are all of Zolton's Tweaks.
