It removes additive effects, so low level dinos will sometimes slower than their wild counterparts.
Deinonychus are an example, which get a 20% additive bonus. Under this mod, they now are 100% + (amount_per * levels), which means that a level 70 deinonychus with 10 points into movement speed will be 120%, only matching what they would have been anyway.
The other thing that I have noticed is I think imprinting loses its effect on movement speed as well. I have a 100% imprinted level 166 deinonychus with 24 points into movement speed, and it is at 124% speed (I have it at 1%). That adds up to only be the 1% per level, and not the +20% from taming, and also missing the 1.25x (1.2x normally) of imprinting.
It works for many dinos, but if you are breeding and imprinting, it can be a net negative in many cases.
