@Mash, umm... okay. Maybe, It was some weird level editor bug, not the bug of the lvl itself. Because I tested this lvl a lot of times ad didn't meet such thing.

cant get passed the third floor, i spawn outside and cant find a way in, im guessing go through the windows but i cant

The layout and tiles look pretty neat ngl. Too bad the enemy placement isn't ideal, as there're plenty of idle enemies just standing there, being little to no threat to the player. You should try focusing more on patrols and place random enemies carefully. Also don't be afraid of using windows, as they can make the encounters more interesting
