This is Mystia Lorelei, the stage 2 Boss from Touhou Imperishable Night.

Mecanics:
Hitting an opponent with a sing-based move will blind them. In and of itself, it doesn't do anything, but if you catch them with a grab (Uspecial, fspecial or Dair) they'll be wrapped in cage, something similar to Maypul.

Specials:

NSPECIAL - Song of the Night Sparrow:
A quick circular song attack. Can easily be spammed. Use it to blind your opponent!

FSPECIAL - Night Sparrow Rush:
Dash forward and try to grab your opponent! Once this done, you'll throw them onward!

USPECIAL - Moon Obsessed Soar :
Dash upward and reach for your opponent! They will be send downward afterward! The direction of the throw can be changed.

DSPECIAL - Poisonous Moth:
Create a Familiar that will stay in place and leave after awhile. If a blinded opponent is send on them, they'll wrap them for you! Use it for stage control!

DAIR - Ill-Starred Dive :
Dive downward to catch your prey! The attack doesn't stop until hitting the ground, an opponent or if you airdodge out of it (after a little while). The direction of the throw can be changed.

Other things some attacks do:
- Fstrong will also blind the opponent.
- Jab 3 will stick a lamprey on the opponent, dealing damage over time.
