!No Enhanced Civics Patch for GVP

This is a very simple patch for my Government Variety Pack mod that simply deactivates the "enhanced civics" feature of that mod. Use it if you don't want any base game civics getting new features from GVP. It requires Government Variety Pack and does nothing interesting without it.

I have done exactly 0 seconds of testing on this! Let me know how it works if this is of interest to you. It should work as intended, but you never know.

Compatibility note: All this does is set a flag that's checked by features in the main mod. There's never any reason why it should be incompatible with any version of the base game unless they radically alter the file structure of the game files. I'm noting this here because I'm only going to sporadically update it! #protectingmytime
