Metal Dredger (Move Deposits)

Adds a metal dredger that can dig up resource tiles (clay, coal, metal, and stone).
Also allows dredged land to be filled with fresh water, sea water, clay, coal, metal, and stone deposits.

Has one option, whether to allow creation of new deposit tiles.
If it is set to true, resource deposit tiles can be crafted using the tile crafting workbench.
If it is set to false, you will simply get one resource bucket when you dredge a resource tile so it can be moved.

Adds one recipe to the steam hammer:
[metal spade, metal pick, 4 good blades] -> metal dredger
It's good for 50 uses, similar to other metal tools.
It can be used to dredge up sand and soil as well as clay, coal, metal, and stone deposit tiles.

Build a tile crafting workbench:
[metal dredger, 2 wooden beams] -> tile crafting workbench

Adds the following recipes to the tile crafting workbench:
[3 fresh water] -> fresh water tile bucket
[3 sea water] -> sea water tile bucket
[3 clay] -> clay tile bucket
[3 coal] -> coal tile bucket
[3 metal ore] -> metal ore tile bucket
[3 stone] -> stone tile bucket

Each bucket can be used one time on a dredged tile to fill it with the specified material.
Water tile buckets can be placed on shallow tiles to make them deep tiles.
