21:9 HUD Optimization Fix

Update (12/27/2020): Added diplomacy, objectives, and speech recall screens.

This item optimizes the in-game UI for the 21:9 aspect ratio. There should see considerably reduced stretching using ultra-wide resolutions, and many elements have also been pulled away from the edges of the screen. The minimap has also been adjusted to mitigate cutoff, and should actually be even better than the 16:9 minimap now.

I've stayed as true to the original design as possible, but a couple items have been moved to be less obtrusive: Event cue icons are now lined up horizontally on the right-hand side of the minimap., and the error message tooltip will now appear directly to the left of the event cue icons.

This fix should automatically apply to the base game, as well as the Insect Invasion and Tellurian mods. It is also compatible with the Tellurian Public Beta.

Known issues:
- A small horizontal section at the top of the minimap is not clickable.
- Creature speed text is misaligned on the build creature tooltip.
- (Tellurian) Henchman melee damage icon is missing.
