PRE-RELEASE: Community Balance Patch Alpha 2

pre-release version of alpha 2 - CBP is now a dropdown mod in this version

usage:
1) Either subscribe to the mod directly, or gain a subscription to the mod by playing in a multiplayer game which is using the mod.
2) Ensure that the mod is loaded and enabled in the Rise of Nations mod manager (accessible via Tools & Extras -> Steam Workshop). To enable the mod in a game lobby, select it from the dropdown menu on the right (see mod screenshots).
3) Optional but recommended: before hopping into multiplayer, confirm in a single player game that the mod doesn't cause any issues on your specific installation.

As noted on the CBP mod page, dropdown mods do NOT appear to be very stable in RoN:EE 1.20.
