I just had a look at the scn file for Caledon, it is not possible that you got so many raiders with 20 population.
The settings are es follow:

You can see that only at higher pop will you get these number of raiders.
I would check the file integrity of the game which could have an effect.
There is a correlation between ages, every time you move to a new age raiders attack number and frequency increase.
I think your problem is that you evolved too fast.
In paleo take your time to unlock every tech and build up a stable population before advancing to the next age.
Fast advancing through the ages only favours gamer playing in hardcore to keep up with tech.
