Rebuildable region specialty (not using castle's slot)

You can now destroy region specialty building (blacksmith, artisan, ninja hideout, etc.) to change it to other specialty building.

KNOWN ISSUE:
-Some visual issue (red line thing, check screenshot) when you have destroyed region specialty building but you won't have that problem anymore if you have built other or the same region specialty building

CONFLICTED MOD:
-Should be compatible with almost all mod out there except some mod that change region specialty's building level not its effect
