If you can scan the upload system of the player's ID to see if its empty, then you can emit a message to the player that it must be empty to grant them items if its not and if it is, place their items in the upload system and tell them they have x amount of time (server setting time frame) to get their items out.
Just an additional way to get people their items.
Also a suggestion to change your INI config.
Instead of having Additional items that only give one, and having multiple entries that give you an item you can list the amount on, why not combine item and amount?
"item_path";60,"item_path_two";40,"item_path_three";20,"item_path_four";1
Or perhaps like your animal and saddle list where you have two lists, one for paths, one for the volume of those items?
"item_path","item_path_two","item_path_three","item_path_four"
60,40,20,1
Might make things a little easier and less confusing for some.
