No Spring Smallbirds

Makes tallbird nests not produce smallbirds in spring. Good for removing risk of overpopulation, and making sure you don't see ruthless smallbird slaughter.

Suggested by people that subscribed to my other tallbird mod, Family Tallbird Time, which prevents tallbirds and smallbirds/teenbirds from fighting each other, allowing the mechanic to actually function how it's supposed to. Feel free to subscribe to that one for an alternate solution to the problem. Or both, they work together.

Do you have any idea how long it takes to test this? Ages. Probably could've tested it faster but I am very dumb.
