Zolton's Tweaks - Lower City Attack Penalty for Horsemen

Lowers the penalty that horsemen receive when attacking cities.

This mod aims to make mounted units more viable by removing the city attack penalty from all mounted units.

As a result of this change Mandekalu Cavalry are now exactly the same as Knights, except for a slightly lower cost. To account for their relative nerf, Mandekalu Cavalry are now stronger and faster (22 combat and 5 movement). Conquistador Units also did not previoudly have the city penalty, and get the same buff, to make up the change.
