Tired of fighting the 25% barrel scraper that still can produce a lot of stuff?

Now you can only conscript up to 15% and with more severe penalties.

All tiers of conscription laws now either have drawbacks or benefits. No more 5% being the best law for production. Now even being disarmed has a small perk.

There are still ways to get a lot of manpower but this should also stop nations from spamming out 25% of their population without serious consequences.

Ok I like it, but I feel it kind of makes the Eastern Front Really Easy as Germany, since the Soviets don't have enough manpower to field all those divisions, or they lack enough production due to the debuff.

Thank you this is what i have wanted for a long time because it really annoys me when its 1943 and the reich have like 400 divisions on scraping the barrel and are impossible to kill
