I have updated it.
The error is the inclusion of a "households" attribute in the file with an empty string. This value should be an integer, NEVER empty; the system XML parser is (correctly) identifying the empty string as an error (as an empty string can never be parsed into an int). As this is an XML parsing error, it is not feasible for the mod to work around it.
The fix is either to set the households value to 0 in the file, or (better still), remove the households attribute entirely.
