Zolton's Tweaks - Stronger Helicopter Gunships

Increases the strength of Helicopter Gunships.

This mod is an effort to increase the usefulness of Helicopter Gunships. Gunships get a small increase to their combat strength, bringing them to 70 strength (up from 60). This will allow them to stand a better chance against other units of the atomic and information era. Additionally, they now have the "Can Move After Attacking" promotion, allowing them to conduct deadly hit and run attacks.
