Lifetime Wars every 100 years

Normally, the Invade Kingdom and Holy War for Kingdom casus belli's can only be done once per lifetime. This is a perfectly good balance on the power these CB's offer. But immortals only getting to do this once, not great.

With this mod, these CB's can be declared every 100 years. Since normal characters are extremely unlikely to reach 100 years old, let alone still be alive 100 years after declaring the war as a healthy adult, it's still a lifetime deal for them. And if a non-immortal does make it that long, they can consider it a centennial gift. Immortal players are still more limited in these war goals than multiple successors, but can do so more than once at least.
