Valuable Veterans – Reload Skill Buff

This submod buffs the reload speed increase from rank in Valuable Veterans mod by increasing it moderately above vanilla level.

Once upon a time, Valuable Veterans - Quarter Effect and Half Effect versions had outdated reload skill value. I sought to address this issue, and created this submod as a veterancy reload speed buff in the vein and spirit of Quarter Effect Valuable Veterans. The main mods have since then been updated, but since it's still vanilla value (outside of Full Effect version), this submod exists to bridge the gap.

At 2.4 reload skill per unit rank increase (at the time of writing, it's 1.8 in vanilla game), it amounts to about +10% (flat) faster reload at Rank 9. (Example math: 132% Rank 9 modded vs 122% Rank 9 unmodded vs 100% Rank 0 baseline, with no other skills, banners or technologies.)
