How to give construction flag using quests.

Instructions are provided in the image and code comments.
Some of these images are old and have not been updated.

It does not work by itself.

I am confirming that the attached images for multiple explanations have disappeared.
For some reason they fail when I try to re-upload them, so I will re-upload them at a later date.
