Just wanted to let you know that you can't use point_servercommand to execute sv_surf and sv_bhop commands because this point entity was disabled by game developer Raptor due to security reasons.
Instead, use trigger_player_movement_attributes brush entity. Cover either whole map with it or spawn area and use its flags to determine its properties (check Bhop mode and Surf mode for instance).
