Terrascape and Ecoscaping Rework

NOTE:

Diplomatic Capital does not display on the map as a tile yield, but it still functions.

Look at your Diplomatic Total gain go up to see.

Changes the Terrascape to give +3 Food, +2 Culture, and +3 Capital by default.

Additionally, Terrascapes now gain +2 Culture for each adjacent Terrascape.

The base -6 Maintenance cost is unchanged, as is the Purity lvl 8 +2 Energy +1 Health boost.

Ecoscaping no longer buffs Terrascapes.

Instead, it grants +2 Capital for Forest and Reef tiles, rewarding players who settle in them without clearing.
